[ES] Durante varias décadas, las reformas electorales se entendían como instrumento de legitimación del sistema por quienes ocupaban el poder. Con el paso del tiempo, éstas se transformaron en producto del consenso de varias fuerzas políticas que implementaron normas encaminadas a lograr la gobernabilidad. Las elecciones han dejado de ser actos rituales para convertirse de manera irreversible, no sólo en el mecanismo democrático que permite la renovación periódica del poder público, sino también en la fuente imprescindible de legitimidad de los gobernantes. México, requiere sin duda, reformar sus instituciones políticas fundamentales para continuar con el avance democrático, en particular lo referente a la reformulación del papel y las responsabilidades del Poder Ejecutivo, el fortalecimiento del Poder Legislativo, la colaboración entre ambos poderes, las relaciones entre los ciudadanos y el gobierno para generar mecanismos de control social, rendición de cuentas, cogeneración de políticas públicas, e implementación de la participación ciudadana.

[EN] For several decades, the electoral reforms is understood as an instrument of legitimation of the system by those occupying power. With the passage of time, these were transformed into product of the consensus of a number of political forces that have implemented standards designed to achieve good governance. The elections have ceased to be ritual acts to become irreversibly, not only in the democratic mechanism that allows the periodic renewal of the public power, but also in the essential source of legitimacy of the rulers. Mexico, requires no doubt, to reform its political institutions essential to continue with the democratic progress, especially with regard to the reformulation of the role and responsibilities of the Executive Branch, the strengthening of the Legislative Branch, the collaboration between the two powers, the relationship between the citizen and the government to generate mechanisms of social control, accountability, cogeneration of public policies, and implementation of citizen participation.
